Another species `chance` freezer. But how does foot-hardening allow freezing?

Being a rarity 99, we`re unlikely to find out the exact freeze chance anytime soon, if at all. However, the comparable species chance-freezers all appear to have rates below the 20% Black Frost Cannon does. If you want a chance freezer, take a look into the Black or Rainbow Frost Cannon.
